Field Training Guide



This guide is designed for Field Training Officers (FTOs) and Evaluators responsible for training cadets. This document outlines the procedures and expectations to ensure a consistent and thorough training process across all law enforcement officers.

Recruits are to be respectful and obey all KCDOJRP rules during the training process. The instructor must abide by all the procedures laid out on this page.

Sections 1-3 / Accepting & Initial Setup

Before we get into the training session, we need to make sure that the recruit is ready to go and has all the necessary information to participate. This section will cover all the initial setup and preparation for the training session, as well as making sure the recruit has the necessary permissions before they log online.


1. Application & Review

A recruit will complete the application process. Upon submission of the application a ticket will be opened in the Discord server with the application, which all supervisors will review the within the private thread attached.

Once reviewed and accepted, we will move forward with the FTO process.


2. Acceptance Message & Discord Roles

Once accepted, an FTO certified supervisor will grant the department specific role along with the department recruit role to the member. This will grant the recruit all the permissions in the CAD and in-game.

Then, the supervisor will post a message accepting the recruit in the ticket, as well as posting an update within #roster-updates!


Permission Updates

The recruit will likely need to fully logout from the CAD and re-login via Discord to gain access to the new permissions.

In addition, if the recruit is online on the server at the time of being given roles, they will have to re-sync their in-game menu using the KC Menu to gain access to the new permissions.

Permission Abuse Prevention

Please note that the recruit will receive in-game permissions the moment they are given the role(s) in Discord. If the recruit's training session is delayed, make sure to remove their permissions from discord until they are ready to log in to prevent any accidents with mis-using permissions that they have not been trained on using yet.


3. Officer & CAD Setup

The recruit will now be instructed to follow the Officer Setup guide to set up their officer on the CAD System with the information provided by the supervisor.


Information that will be provided to the recruit:

  • Their new call-sign
  • The department they will be joining
  • Their rank

FTO - Approving the recruit in the CAD System

A supervisor will need to accept the officer's request to be added to the CAD System. You can do this by finding the user under Admin > Manage Units > Department Whitelisting and clicking the Approve button.

Beware! Make sure that the user has put in the correct call-sign! If they haven't, notify the user of the mistake and deny the officer request. They should re-submit their request on the CAD following the instructions in the Officer Setup guide.

Make sure to accept this request right before the training session starts, as we don't want the recruit to have access to the officer side of the CAD System before their training session.




Sections 4-7 / Information & Theory

Once we've got everything else set up, we can move on to training the recruit in-game and in-character. This section will cover the basics of the in-game and in-character features & the majority of what you need to know about it.

This is an information-heavy section, so try to deliver the information to the recruit in a way they can understand! Avoid overwhelming them and make sure to keep the session fun!


4. CAD Usage & Penal Codes

From here, have the recruit go 10-6 for the first time on the Officer Dashboard! Once the recruit is 10-6; go over all the various 10 status codes with them.

Status 10-Codes
  • 10-8 - Clear & Available
  • 10-49 - En-route
  • 10-97 - On Scene/In the area
  • 10-6 - Busy with official business
  • 10-7 - Busy with un-official business (Commonly AFK for a couple minutes)
  • 10-10 - Off Duty
  • 10-33 - Panic Button

Next head over the various buttons and their operations in the CAD. You want to go over all of these.

CAD - Name Search
  • Explain "10-31"
  • Search "John Doe"
  • Go over license types (Class D, C, M)

CAD - Plate Search
  • Explain "10-28"
  • Search "12ABC34"
  • Use the Civilian Phonetic Alphabet to spell the plate
  • Explain: Owner, Model, Insurance (AKA I.N.S.), Registration Status, Tax Status, Flags/Alerts, and Reported/Reporting Stolen
CAD - Create Call (CFS = Call For Service)
  • Explain to the recruit al the fields
  • Postal/Location auto-fill from one-another
  • Businesses and roads can be entered into location
CAD - Create Ticket
  • Go over how they would create a ticket; Report, Violations, Seized Items, & Call Connection
CAD - Create Bolo
  • Explain what a B.O.L.O. is and how to use this
  • Person Bolo - Used when looking for a specific person, Include Name, Clothing, Reason, etc (If known)
  • Vehicle Bolo - Used when looking for a specific vehicle, Include Plate, Description, Reason, etc (If known)
  • Other Bolo - Example; Extra Patrol at 24/7 Due to Robberies, Animal, Firearm, etc
CAD - Notepad
  • Personal officer notepad

Warrants, Bolos & Laws

  • 10-29 (or "29's") means "Bolo's & Warrants"
  • Warrants can only be issued by Supervisors, the recruits will not be able to.
  • Next, Laws can be found under: "Officer" > "Penal Codes" (in the CAD)

5. LEO Menu & LEO Commands

Next you'll show the recruit through the in-game LEO menu and command! Guide the recruit through the in-game LEO menu, covering the following functions:

Menu - Actions
  • Dragging a player
  • Cuffing a player
  • Placing a player into a vehicle
  • Deploying and operating spike strips
  • Checking BAC of a player
  • Tackling a player(Shift+W+E)
Menu - Speed Zones
  • Creating and removing speed zones
Menu - Wardrobe
  • Uniform will automatically assign the correct uniforms based on the players rank
  • Wardrobe will also give the appropriate loadout
Menu - Vehicles
  • Probationary deputies are restricted to the first three (Non-Slick Top) vehicles on the list
  • Additionally, Make sure to go over the locking rear doors and the personal vehicle option in the menu
  • Spawned vehicles will spawn with the recruit's call-sign & exempt plate already on the vehicle

Also, review the commands for all of the actions additionally basic commands such as /cuff, /drag, /piv, /spikes {num}, /dv, /me, /gme, /hu, /huk, etc., and their keybinds.


6. Radio Usage

Teach the recruit how to access and operate the radio.
Ensure the recruit is comfortable with radio communication before moving on to the next phase.

Radio Frequency & Access
  • Command: /radio
  • Frequency: 155 MHZ

7. 10 Codes, David Codes, & Call-signs

Communication

Review the Radio Call-signs, 10-Codes, David-Codes, and Alphabet with the recruit. Ensure they understand the standard communication codes used in the department.

Go over some of the example radio call outs at the bottom of this page.


Don't Forget!
  • Ensure to go over the 10-38 Status Checks with your recruit!
  • You should also go over basic procedures and terminology at this points, For Example: What a "Felony Traffic Stop" is

Active Roster & Chain of Command

Additionally, review the Active Roster for a better understanding of departmental structure, chain of command (COC), and their colleges.




Sections 8-12 / Field Training & Roleplay

At this point in time, your recruit should be ready to be deployed to the field. This section will aim to provide your recruit with the necessary knowledge and practice to be able to perform their duties effectively.


8. Map Knowledge & Driving Test

This section tests the recruit's knowledge of the map and their ability to drive. Here's the things you want to do for the map testing:

  • Ask some basic question about the state, such as "Where is Paleto Bay?", "Where is Grove Street?", etc.
  • In this section introduce the recruit to the postal code system and the /postal (code) command.

Next we'll conduct the driving test starting at Fort Zancudo.

Driving Test - Instructions
  • Instruct the recruit to spawn one of the authorized recruit training vehicles.
    First 3 of the non-slick-top variants.

  • Have the recruit drive to a popular location on the map, stopping at a gas station on the way. Avoid entering AOP.
    Ex. Mirror Park or Grapeseed

  • During this test, the recruit must follow all traffic laws with the exception of blinkers.
    Provide 15-20MPH Leeway on speed and do not be overly strict on maintaining the lane.

During this test is also a casual interview, get to know your recruit while you take a relaxing drive!


9. Standard Traffic Stop & Tickets

Now it's time to complete a standard traffic stop and issue a ticket or citation.

In this section we will complete a minimum of 2 traffic stops

You should re-do the traffic stop(s) with your recruit if they're struggling, you feel like they're not getting the hang of it, or if you believe that the recruit needs more practice.
There is no limit on how many times the recruit should re-do these.


Traffic Stop - Setting up the Scenario

The Training Officer should be:

  • named John Doe for any CAD System lookups,
  • using a brightly colored ford explorer of the department in training for with the plate 12ABC34 and,
  • pulled over for a misdemeanor traffic offense in this scenario.

The Recruit:

  • should be using a standard LEO vehicle for the department in training for,
  • must have their radar working
Traffic Stop - Scenario

Training Officer:

  • not to be combative or aggressive during the traffic stop.

Without Dispatch:

Firstly complete a traffic stop without dispatch

  • The recruit will make radio calls as outlined in LEO First Shift
  • In this traffic stop the recruit shall issue a ticket/citation.

With Dispatch:

Then complete a traffic stop with dispatch

  • The recruit will make radio calls as outlined in LEO First Shift
  • In this traffic stop the recruit shall issue a verbal warning.
  • The training officer should be the dispatcher in this scenario.

10. Vehicle Pursuits

Simulate a scenario where the speeding vehicle (the training officer) fails to yield.

  1. The recruit should engage in a pursuit, following all traffic laws and maintaining personal and public safety.
    You can review the Pursuit Procedures here
  2. After a reasonable period, the recruit will execute a PIT manoeuver on the fleeing vehicle.

Lethal Force Notice

Lethal Force is Not Authorized at all during this training.
At no time during this training shall the recruit use lethal force.


11. Felony Traffic Stop & Foot Pursuit

The recruit will conduct a felony (Code 5) traffic stop on the previously fleeing vehicle.

  1. Utilize proper procedures to ensure officer safety.

  2. The recruit should communicate effectively and control the scene.

Next, simulate a foot pursuit:

  1. The suspect will flee on foot after stopping the vehicle and attempting a felony stop.
  2. The recruit must decide on the appropriate course of action, following KCRP policies.
  3. Demonstrate the tackle function: (Shift + Forward + E) when close to the suspect, or the tazer function.
  4. The recruit should successfully apprehend the suspect, adhering to all rules and procedures.

Lethal Force Notice

Lethal Force is Not Authorized at all during this training.
At no time during this training shall the recruit use lethal force.


12. Jailing & Reports

Instruct the recruit to:

  1. Complete an accurate and truthful arrest report in the CAD.
  2. Process the suspect, including filing charges and transporting them to the closest police department jail while adhering to all department policies.

Read the suspect their miranda rights if any questioning occurs;

"You have the right to remain silent. Anything you say can and will be used against you in the court of law.
You have the right to legal counsel and a fair trial, if you can not afford a lawyer, one will be appointed to you by the state at no cost.
Do you understand these rights of which I have read to you today? And with these rights in mind do you wish to speak with me?"




Questions & Final Evaluation

At the end of the training, evaluate the recruit based on their performance across all phases.

Evaluation Criteria
  • A recruit is allowed 3 minor mistakes per phase and only 3 major mistakes throughout the entire process, or 1 critical mistake.
  • Failing this process requires the recruit to review the documentation and re-schedule the training.
  • Multiple failures necessitate resubmission of the initial application.

Possible Outcomes

This will give you an idea for what the outcomes for your recruit can be (based on their performance during the session).

Ready for Supervised Patrol

The recruit has met the requirements for passing the training, demonstrating competence in core areas with some areas for improvement.

Your recruit will now begin patrolling under the supervision of a Higher Ranking LEO until deemed ready for independent patrol by a supervisor.

Your recruit should remain as a probationary until they are deemed ready for independent patrol by a supervisor. Make sure to post a roster update in #roster-updates to notify that training is complete.




Final Notes

  • Ensure recruits are respectful and follow all KCRP rules during training.
  • FTOs must adhere to these procedures to maintain training consistency.
  • After successful training, recruits are ready for active duty under probation.
